The Author outlines the contents of legislative decrees no. 22/2015 and no. 23/2015 implementing Delegation Law no. 183/2014, which provided new regulations in the areas of dismissals for new employment relationships, unemployment insurance, and employee reskilling and repositioning agreements. The Author stresses the importance and implications of the transition from a system of employment protection based on rule a property rule to a regime based on a liability rule; moreover he counters the main criticisms opposed to the reforms as well as the objections about its compliance with the Italian Constitution.
