The Social Borders of the European Union’s Immigration Policy

The paper focuses on non-EU citizens in the context of economic migration. We consider the Mediterranean emergence the ground on which recent Eu exclusion policies have grown: since 2001, recurring emergencies continue to justify exceptions to the rights of migrants. The waived rights are mainly of three types: citizenship, mobility and social inclusion rights. We argue that the structural response to the emergency passes through the affirmation of the basic principles of the rule of law and equality.
