Verso la necessaria determinazione dei LEP: la Cabina di regia governativa, tra “pre-intese” e DDL “Calderoli”

The essay describes the in fieri implementation process of the differentiated regionalism (pursuant to Article 116 (3) of the Italian Constitution), with a special focus on the definition by the Italian State of the basic levels of services concerning civil and social rights that must be guaranteed throughout the national territory (“LEP”). The Italian Government has recently presented a bill (disegno di legge) on this issue and has also set up a government committee to define the LEP. The analysis on these two government instruments is conducted in light of the requests made in 2018 and 2019 by the regions of Lombardia, Veneto and Emilia-Romagna in the agreements with the Government.
