abstract:
The paper aims to offer a reflection on the central role of the employment-sustainability binomial
in the construction of public policies, with special attention to the model developed by the
Lombardy Region. In this framework, starting with a brief examination of the Regional Strategy for
Sustainable Development, the text will examine some of the most relevant active labour policies and vocational training policies implemented by the Lombardy Region, which for years has been
committed to actively intervene on the various fronts concerning the guarantee of the sustainability of the right-to-work. The study of these policies will concentrate on an assessment of the key aspects of each, in order to be able to evaluate their coherence and relationship with both the most recent national policies, embedded in the PNRR, and with Agenda 2030. Along these lines, it will also be interesting to carry out an initial review of the implementation (which is under regional competence) of the Gol Program, also part of the structural reforms included in the PNRR.
