The thesis focuses on an important power belonging to the President of the Republic: the remittal of a law to the parliamentary assemblies, provided by art. 74 Const. The thesis focuses on the theory and the praxis of the mentioned presidential power. Not only the formal remittals are analyzed, but also the informal moral suasion addressed by the Quirinale to the Chamers. The core of the thesis deals with: a) the borders between the neutral presidential power and the political legislative power of the Chambers; and b) with the role of the President in the italian form of government.
