Abstract:
After a review of anti-corruption measures provided by the European Recovery and
Resilience Facility (Reg. UE 2021/241) and the National Recovery and Resilience Plan, the paper focuses
on the constitutional issues of recent provisions impacting on the prevention of corruption and the limitation
of public administrators’ liability. The background is characterized by the complex balance between
derugulation and legality
