Abstract:
Italy is emblematic of a Southern European welfare model where the lack of a minimum income scheme (MIS) is still one of the main traits coupled with the absence of a proper anti-poverty strategy and at local level there are several programmes to fight poverty. This chapter analyses the dynamics of local-level policy intervention in the area of anti-poverty policies, namely local policies that specify the adequacy of minimum income benefits, the provision of employment services and the organisation of access to social services in Turin. The focus is on the model of MIS and active inclusion measures placed at the crossroad of a fragmented welfare system and of public–private partnerships involving different stakeholders in financial support and delivering services.
