ORDINANZE DEL SINDACO SULLA 'SICUREZZA URBANA' E PRINCIPIO DI LEGALITÀ

This work investigates city Mayor's ordinance power in the light of the rule of law. In particular, it focuses on the problems resulting from the extension of the scope of this power to the field of «sicurezza urbana»: the practice shows that ordinance power, originally conceived to face extraordinary situations, is now exercised to resolve situations manageables with ordinary powers. But the misuse of this power can't be accepted by virtue of the rule of law.
