La cooperazione energetica tra regole, sostenibilità e solidarietà nella regolazione amministrativa multilivello (UE, Stato e Regioni)

This article analyses the importance of energy cooperation, highlighting its strategic role in security of supply, which has economic, legal and social implications. Starting from concrete cases, such as the blackout that affected Spain or Italy’s multi-level administrative regulation, it examines the principle of loyal cooperation in relation to sustainability and solidarity. Cooperation, both between central and local administrations and between the public and private sectors, comes out as a key lever for effectively implementing renewable energy policies, properly balancing all the public interests at stake, and tackling complex challenges such as energy poverty and consumer protection.
