Abstract:
Designed to respond to a deep legitimacy crisis, the Italian reforms of the 1990s changed the electoral, administrative and constitutional rules in order to make the government more stable and effective. As a consequence, the Regions have undergone a series of institutional transformations leading to greater autonomy, a wider range of competences, and a new balance of power among regional assemblies, executives and their offices. The essay aims to describe the main results of an inquiry on the real impact these reforms have had on the law-making process of the Lombardy government - since Lombardy is often taken as a successful reform case. Data from face-to-face interviews to the majority members of the Assembly reveal how the new paradigm of the 'virtuous polity' can result into the substantive exclusion of the Assembly from the decision-shaping process, favouring an executive which so decides without balances.
